still no good... last resort... try some obscure port away from the 8080 range also... like 6501.
 
you may also want to look through dslreports.com --> Adelphia forums to see if anyone else has had trouble putting up their own webserver... might save you some time.

The server is not running at the moment. Found out that Adelphia blocks port 80. I will try to get it working again tonight using port 6501.

So I had to run IIS 5 to make it work. I think the machine was in DMZ. I could try port forwarding tonight.
