Comedic timing is hard to get, someone people simply deliver jokes better than others. I dont really "tell jokes" as much as I make witty remarks as situationally appropriate. A lot of it come from being able to make pop culture references that people wouldn't normally think of but find funny once the connection is made. Stand Up comedy is completely different and I think i would suck at it since I can't just sit around and think up really funny jokes to tell.

I love Arrested Development, but I doubt watching that show would make someone any funnier, unless you played Final Countdown while doing crappy magic tricks.
Observation has a lot to do with humor and then thinking quickly on your feet. You have to notice the absurd little things that people miss and then point them out with a witty remark almost immediately. It also helps to be pretty comfortable with the group you are around. Of course, different things are funny to different people. I love wit, but hate improv and in general stand-up comedy.
