i would have been "suspended" or banned by now. so evidently you can't be.

Yes. People have been in the past. If you do it to an extreme, you might get warned if not suspended. Anyway, you can get banned for anything here, reguardless. If the mods deem that you're a freaking idiot going around and posting "hmmm" like a guy did a while ago in every thread several times over, yes, you'll get your vacation.

I'm fairly sure neffing is allowed but there's a limit as to how much you can do it before you get in trouble...as long as you contribute to what's being discussed, you should be ok...

Ehh... I think as long as the mod isn't PMS'in and you didn't do the exact same thing in several threads. I remember there was a NEF day or somethign and the mod said that he'd give anyone who participated in the next nef thread a vacation.

It's the off topic forum. Neffing is expected here. Now if you go neffing in say hot deals, you're probably taking a vacation.
