Get rid of the top ten list. no harm in that. they only people that care about that list are the ones that are already on it. (if they even do). i don't think people are trying to make that list, that isn't what drives them IMO. a large majority of the people here have no idea that list is even there.

the keyword there is excessive. according to you etech, excessive seems to mean ONCE. i agree with Skyclad that if it is excessive then yes...get rid of them or warn them.
is not the whole off topic board, in reality, neffing? they are basically meaningless posts. we all post opinions on topics and news events, but if this board wasn't here, would we NEED to post these opinions and events somewhere else? i doubt it. you'd probably talk them over with your co-workers or friends.
etech: I just don't see the 'infestation' of nefs you keep referring to. maybe because i haven't been here as long as you (obviously) there were already too many people. but this isn't your 20,000 member forum anymore. with the increase of members, there is going to be an increase in the 'infestation' of undesireables. i'm sure the mods are a little too busy with many other things than to babysit each and every post on this board. i think you have very biased and anal views about the people on this board. you think that anyone that doesn't post in complete seriousness 100% of the time is a 'kiddie' and should be banned. do i have that right? all you ever do is complain complain complain about the nefs. well by complaining you are doing nothing but neffing because no one is obviously bothered by it as much as you. maybe the best thing is to stay out of the threads you think are only full of nefs. and ignore them. OR keep pestering the mods with PMs about this and that person making a 'nef' post under your standards.
i don't see anyone ruining the boards, except trolls and flame starters (in effect the same thing). maybe you should take a step back and realize there are 90,000 members now, and it isn't a small and as strict of a board anymore.
