can places like rite aid photo centers do this, or do i have to look for a shop that specializes in photography?

Back in hs (2000) I took a picture to be enlarged/reprinted at a fotomat and at that time they did a photo enlargement (actually took a picture of the picture, I have the negative they made) and printed that. Looked pretty good.

I'd take it to a competent place, but the final job should look pretty decent.

If you make a reprint from a print, you'll loose some quality, but probably not any noticeable amount if the photo lab is competent. However, making an 8x10 enlargement from a 4x6 proof is going to suck unless you're half blind. ;)
