ALL (except maybe really cheap and low-quality) TV sets in Europe CAN play both PAL/Secam and NTSC.
You shouldn't have any trouble displaying video out from ANY North American card (regardless of chipset) to over 90% of the TVs you'll bump into in Europe.
The ONLY time when the PAL/NTSC switch (or jumper configuration, or BIOS setting modification) is needed is when you want to IMPORT video into your computer from an external source.
Oh, and by the way, most newer European TVs use something called SCART plug for video in and out, but you shouldn't have any trouble finding a converter cable from RCA to SCART...
