When you grow up together often there is no attraction, so if you are a guy and your neighbor is a girl and you guys were friends growing up in close proximity there is usually 0 attraction. This applies to some people with long-standing girl/guy friendships where they are also family friends. I wouldn't go out with a longtime friend of the family either lol, that is a no-brainer.

doesn't make sense, you'd literally have to be raised together as a family before that applies, else the whole "girl next door" thing wouldn't exist.

The girl next door thing would happen if they came in to your life after age 8-10. If you grow up literally with the person, your parents are friends and you always played together as infants and toddlers, were in the same class etc. You most likely will see them as a sister figure instead of a potential mate.
