That's good work. I bet with the original high-res scan someone (especially this CorporateRecreation fella) could do some great pixel work. I think the key to this photo is time and taking the color that is present and using that to fill in the "holes".

Too much blurring. Use the zoom tool to get in deep and then use a clone stamp to surround the scratches with some of the pixels nearby.
