Houston the city is liberal. The current mayor is an African American democrat. The last mayor was a woman, a lesbian, and a democrat.
The suburbs vote more red however.
You may also want to keep in mind that Texas is being sued ( and losing) for minority voter suppression. So if you are hell bent on using votes as the ideological purity test to determine the worthiness of those receiving aid realize that maybe not every liberal was able to vote.
Finally the poor are almost always hurt the worse by these disasters. They tend to be minority and democrats as well.
If you do the math, the greater houston area voted for Trump. I don't know how you can say with a straight face that the people who suffered in this Hurricane, i.e. people living in Houston or the greater houston area, are "liberal" when the numbers show they vote republican most of the time and voted for Trump in 2016.
On a totally anecdotal note, I actually personally know many people from Houston. None of them would be considered "liberal" in California, even though I know one who voted for Obama. He didn't vote for Hillary though!
