(Today was a recap of Arnold's 2003 post-inaugural speech at a local Ford dealer here in So Cal where he proposed that Gray Davis' original tripling of the car tax was unacceptable and how it was critical for a policy of "no new taxes" to preserve the less fortunate classes, unlike himself, to continue to buy cars and stimulate the economy. Just a SLIGHT discourse from his position in 2009!!!!!!)

States cannot issue their own sovereign debt like the federal government, that's why local governments like California are stuck with raising taxes and eliciting the resistance that comes with that direct appropriation. Like businesses, government expanded during the boom alongside businesses who thought the bubble was real growth, real increases in consumer purchasing power, but it was just bid up paper values of real estate. While businesses (financed voluntarily) had to face reality and make cuts, the people in government (financed involuntarily) don't want to. They'll try to get a federal bailout (subsidization from states who aren't in trouble), doubt other states are going to let that happen. They'll try to raise taxes from anyone who still has a job, and those people will leave in disgust to avoid them. I hear the new fad is calling them "fees" instead of taxes.

The only real cutback California is considering is to release 40% of its incarcerated criminals. "Criminals in the street... my pension... criminals in the street.... my pension... I've got it! I'll release the criminals into the street and keep my pension!"

Not like state Gov. can cut too much. Teachers union have been protesting about potential cuts. And state gov. don't have their own money magic printing machine either.

Taxes is the only way left.

This is what you get when you let Republicans screw things up, from Prop 13 obliterating the commercial proiperty tax base, to their veto on any new tax - the greatest state in the nation harmed by the Republicans, but still a hell of a lot better place to live than elsewhere, still 'carrying the nation' from tech to entertainment to agriculture.
Democrats have been running the legislative show in Sacramento...sorry, can't push all of the state's problems on the Republicans.

Blah blah blah, California is an awesome state. Well, some parts of it are awesome. The coastal areas are amazing, the inland empire is horrible.

The retarded voters that enacted the freeze on property taxes have made California dependent on different types of taxation to make up the difference. Unfortunately other types such as sales tax, etc. are far more vulnerable to massive fluctuations in times of recession, frequently leading to large budgetary deficits.

As of right now, California ranks right around the middle of states in per capita tax burden. (#20) The tax increase they are looking for is somewhere on the order of $14 billion on an economy of nearly $2 trillion. This would be approximately a .9% increase in statewide taxes. Sorry if my outrage-meter isn't being pegged on this one.

What we need is the complete collapse of government, chaos, poverty, disease, and plague. Then when somebody says that government is the problem they'll get a bullet to the head. The country is dying because of Republicans and conservative constipation.

the discussion is about the government not the tera firma of cali....

there is nothing retarded about it, people were getting taxed out of their homes dude the people had to do something. another thing the government should have cut spending years ago, especially when the property tax freeze was made law. it stooped the damn government from milking peoples hard earned money to pay for their reckless spending.

I'm not sure what part of Cali you live in, but the freeways in and around San Diego are fabulous. The roads themselves in SD that are operated by the city are awful, but that's because San Diego is one of the most tax averse cities in the nation.

The freeze on property taxes IS in fact retarded, for exactly the reason I mentioned before. It has nothing to do with people getting 'taxed out of their homes'. According to the tax foundation in 1978 the tax burden was 11.7%, and today it is 10.5%. Even if you account the entirety of the difference to Prop 13, 1.2% is hardly deserving of such hyperbole. Not only that, but the government is going to get about the same share of taxes out of you no matter what method they have to use.

In order to make a budget that is accurate, the government needs to have a good idea of how much tax revenue to expect in the next year. Property taxes are generally very stable and predictable, and they are not particularly adversely affected by recessions. (although maybe not as much right now! haha) Instead of using these, California has been forced to use sales taxes, etc. as an alternate source of revenue. These are FAR more affected by economic ups and downs, and so it becomes super easy to blow huge holes in the budget that could not be easily predicted. Bad method of taxation. The rates and percentages of taxation in California are not why Prop 13 was a bad idea, the instability it creates in the tax base is why it's a bad idea, and why the voters were retarded for enacting it.

California has a forced balanced budget. What do you expect. In times of good, they are forced to hire people (because the balanced budget won't let a surplus happen), when times are bad, they can't afford everyone they hired. This budget crunch has happened before and will happen again. Get rid of the stupid balanced budget rule, and your problem wouldn't be there. Sure, you can temporarilly solve it by raising taxes in a recession, but when has that ever been a good idea?

Non-balanced budget will allow for surplusses to build a war chest for when times go bad. No forced hiring in the good times, no massive problems when times are bad.

California's revenue is also dominated by capital gains taxes, in a time when capital gains are minimal, so will be the revenue. California has been systematically reducing or dropping taxes that are more steady (property or vehicle taxes for example). This problem wasn't hard to forsee.
