Buyer still hasn't received my item after 1 week

Even if he can provide legit DC number PP will rule against him since he shipped to an unconfirmed address.

OP - the buyer will not be able to file a claim with PP until 10 days after transaction. If you bought insurance, it should have come with a tracking number, call 800 number and have them run a trace, if it was delivered it was signed for, all insured shipments do. Go from there. If buyer is trying to scam you there are options available to you, but try to trace it first.

Yes, I received an instant payment. It doesn't mean anything since the buyer can do a chargeback.

he can only chargeback if its a CC if im correct.

ebay will only do 200$ chargeback if he files a claim. (25$ for ebay, 175$ for buyer).

if u print the stamp online, i think its free delivery conformation. otherwise its extra for usps. tracking is extra both ways tho.

i (almost) always use USPS

u should have had "signature conf." (not just deliver conf. as it is > $250) and insurance.

As stated above, you have to wait a set time to file a claim.

Should the buyer insist of some type of chargeback, you can point to the insurance number and advise that they need to let the USPS do their thing.

Also, because of the holiday, there may be a slight delay.

If it does not show by Wed, you should contact your local PO.
You may be able to check the insurance number from the USPS web site.

if you bought insurance, the package has to be signed in order for it to be released.
The post office should be able to tell you whether it was signed and released.

You did every possible thing wrong.

1) Unconfirmed PayPal shipping address. You can't prove the payment came from the person you shipped it to.
2) Used a non-trackable method of shipping (Delivery Confirmation is NOT tracking). You can't prove the item was ever delivered.
3) Shipped a high-dollar item to a 1 feedback member with an Unconfirmed PayPal shipping address.

I've sold a ton of items on eBay. Occasionally, I do ship an item to an alternate shipping address (or an Unconfirmed one), but ONLY if the person has stellar feedback and I don't smell anything fishy about the request.

If the buyer files a PayPal dispute, you are not covered by PayPal's Seller Protection Policy (because of the Unconfirmed address). Even if you had a tracking number (which you don't), you would lose the dispute. You are at the buyer's mercy right now.

I just called USPS with the insurance number. They said the address was insufficient and it should be delivered back to me. However, USPS, does not know where my item is currently; it could be in-transit to my address or could be held at the buyer's local Post Office for a certain period. WTF!

Well the USPS states that you screwed up.

You need to inform the buyer of the situation and let them decidewheter to continue with the transaction.

They could check at their local PO to see if the addy was close enough that it was held.

If not, you could get it back to the return address (assuming that that is correct) anywhere from 5 days to 1 month.

I don't have enough information on the current status of the package. USPS only told me the address was not deliverable because the address was "insufficient". The buyer could have possibly already picked up the package at his local Post Office. Who knows. I'll have to call the buyer's local Post Office tomorrow since they're closed.

The worst that can happen is I'll have a negative on my PayPal and Ebay account if I choose not to respond to the charge back. I've already moved all my money out of my PayPal account. Oh well.

I don't think it's at your whim whether or not you want to "accept" a chargeback. Is it? Because if it is, then that's a scammer's paradise right there...

A few years ago I shipped a $375 graphics card to an unconfirmed address. The buyer used a stolen CC number. Once the rightful owner's CC company figured it out they did a chargeback and took the money back. When I went after the buyer I found that the address I had shipped to was the actual physical address of one of those mail-box stores. He was long gone when the police went looking for him.

Boy did I get scammed. Now I don't ship to unconfirmed addresses.
