Actually, the pectoralis minor is not the upper portion of the chest, the pectoralis major covers the entire chest and the development seen in the upper portion of the chest on bodybuilders has very little to do with the pectoralis minor...
Pectoralis minor is a very thin triangular shaped muscle (yes, even in the case of the bodybuilder in that link, it is thin) that connects to the 3-5 rib (counting from top)...
I am extremely impressed by the fact that you can actually perform pushups with only the pectoralis minor muscle present, most poland's syndrome patients has to work hard just to be able to lift their arms...
It is very common that the arm and/or fingers are also affected by polands syndrome, in fact, the description of polands syndrome is: absence or underdevelopment of chest muscles (pectoralis major, pectoralis minor) and abnormally short, webbed fingers or absence of middle phalanges.
You sound like a very unfortunate man, Poland's Syndrome, ADHD and lower back pain...
To my knowledge, people who have had breast implants (either because of Poland's Syndrome or gynecomastia) have had good results... i would go for it...
