EDIT:
A better action for the cop would have been to maintain a respectful distance and flash his police lights briefly to instruct the van driver to pull over to the right. As the van driver pulled over, the cop could have driven past with no aggressive behavior from anyone involved.
The cop however was not amused so he flashed his lights to the van several times
He did it says:
shoudl have pulled him over the minute he found him traveling in the left lane not actively passing someone
I missed that. Thank you. That changes my opinion and it is good the cop pulled him over. This means the van driver was unaware of his surroundings and a potential danger to other drivers.
Sorry about that, I was doing other things and only half-watched the video.

He was probably running the tag.

hmmm...
i just drove about 150~ miles.... probably 100 of them in the leftmost lane.
here the only lanes reserved for anything are the HOV lanes. everything else is fair game for everyone but the big trucks.
VEHICLE CODE
SECTION 21650-21664
21654. (a) Notwithstanding the prima facie speed limits, any
vehicle proceeding upon a highway at a speed less than the normal
speed of traffic moving in the same direction at such time shall be
driven in the right-hand lane for traffic or as close as practicable
to the right-hand edge or curb, except when overtaking and passing
another vehicle proceeding in the same direction or when preparing
for a left turn at an intersection or into a private road or
driveway.
(b) If a vehicle is being driven at a speed less than the normal
speed of traffic moving in the same direction at such time, and is
not being driven in the right-hand lane for traffic or as close as
practicable to the right-hand edge or curb, it shall constitute prima
facie evidence that the driver is operating the vehicle in violation
of subdivision (a) of this section.
(c) The Department of Transportation, with respect to state
highways, and local authorities, with respect to highways under their
jurisdiction, may place and maintain upon highways official signs
directing slow-moving traffic to use the right-hand traffic lane
except when overtaking and passing another vehicle or preparing for a
left turn.
no idea in ny/nj, but here in fl, cops will pull you over for aggressive driving/road-rage incidents. There are numbers all over the highway for you to report someone being an asshole.
Brake checking is idiotic and can easily cause a major accident. Brake checking in the rain is exponentially more idiotic. Brake checking a cop in the rain... Well, lets just say don't hold your breath on mensa calling.

There are few things more annoying in life than the notion police can do whatever they want.
i can think of one, assholes who drive in the left lane for no reason.

Assuming this is what happened, is that illegal?
One thing that is more annoying, and happens much more frequently, is when people drive like dumbasses. The way that van was being driven definitely qualifies. I am not automatically judgmental of LEO so I don't care if it was a cop behind him or a Yugo, if someone obviously wants to pass and you cruise/camp the left lane, you are a douche, plain and simple. Probably should be noted that excessive braking on divided/controlled access highways is what causes what I call "rubber band traffic jam" from the domino effect of people overbraking down the line. Could go on a whole rant about how people drive on interstates now that I drive them so much more.
They should make a PSA when you get your license that there is no "score card" for how many times you are passed or pass others, YIELD THE FUCKING LEFT LANE PEOPLE! It just forces people to do the next most irritating thing, passing on the right.
It has been my experience that traffic tickets work entirely differently than any other kind of law. The cop could write you a ticket for breathing with your mouth open, and just maybe if your lucky you will get the chance to pay court costs and try to prove that's not a crime. Traffic tickets mean guilty until a judge decides you have the chance to maybe be innocent.
That said, that guy deserved a ticket.
I've always wanted to see what would happen if I requested a trial by jury for speeding. It is allowed in my state and you would think if everyone did that it would bankrupt the state.
Traffic tickets do not work that way.
If it's not in the lawbooks, it cannot be written on a ticket. Plain and simple. You can only be fined for breaking the law and/or failing to adhere to certain protocols and policies regarding vehicular use.
Say, any of the thousand different lightbulbs on your vehicle has burnt out; something is sticking too far out from vehicle with no visible warning proclaiming such; you are missing a sticker on your license plate; you are in the wrong lane based on various factors.
Granted, in thinking of that, I am now reminded that you CAN be ticketed for "following too close based upon local conditions." However, there are only a few of a similar nature that are based on a cop's judgment, as opposed to a by-the-book yes/no situation.
I don't get the mentality of the type of person that will drive in the left hand lane when the right is clear.
what's the point? you aren't proving anything. I do wish cops would just pull your ass over. you are more dangerous then the idiot doing 20 mph over the speed limit.
