Police proper are established by the executive branch and supersede what used to be the responsibility the elected sheriff departments. It just so happens that some of the most wretched departments of police are also Democratic cities. LA, Chicago, Baltimore.

Presuming there is systemic racism, why do Democrats support laws that can be abused to throw them in jail for illegal possession of a gun? Because the populace doesn't think on a de facto level who gets hit by the law they support and how.
