I don't know what figures you use, but around here...gangbangers are usually either illegals...or the children of illegals, as are the majority of people busted for meth labs and other narcotics trafficking. (not just pot, but meth and heroin.)

Actually, atlanta is one of the bright spots in the south - a reason for hope. Lots of hi-tech development, a couple of movie and recording studios, etc. It's progressing in spite of the inbred natives.
