The amount of power held by a large number of underpaid, relatively low skilled people. Combine that with the desperation of people wanting to cross the border. I'm not saying that they are all bad ... far from it. But it's not all that unusual from what I've heard from people who would know.

And of course, corruption is trivial in the US compared to most 3rd world countries. Coming back from Peru in January, I think a peruvian immigration guy was trying to shake me down because one of my declarations wasn't quite in order ... he was doing that thumb & forefinger bit, like he'd take some cash to overlook it. Think he let me through because I was traveling to two impatient, cranky little kids who were drawing attention to his position.
