Not quite

In 1992, Fischer accepted an invitation to again play Spassky, this time in Budva, Yugoslavia. The United States, however, had sanctions against Yugoslavia

So, it was US sanctions, not UN...

NOt quite sure why a game of chess would been such a big deal, but I don't know US politics at the time, nor do I care to.

They were busy defending the free world against those bastard reds. They were afraid the Yugoslavs would give Bobby a glass of flouridated drinking water 🙂
