I've never had that issue running. Nowadays in the summer I go shirtless 100% of the time. My friends have that issue - BodyGlide type stuff works wonders for them. You might try sweat proof band-aids.

Just "raining"? LOL, when I come back from a tempo run it looks like I fell in a nearby pool. It just means you're well hydrated.

Best solution for me was using a compression shirt. Ran a full marathon, a large portion in the rain and had no issues at all. Previous marathon, bandaides came off in the rain. Result were two long dark streaks on my white shirt and very painful showers for the next 3 or 4 days.

I've never run more than a half marathon and haven't had the problem myself. I wear light poly shirts when I run and sweat a ridiculous amount, so I guess I'm well lubricated or just haven't run far enough to encounter it.
I use body glide on my inner thighs because I have big legs and they sometimes rub together. Come to think of it, this hasn't been a problem the last few months, bit of leg shrinkage, not enough heavy squatting in CrossFit.
