No, you're misunderstanding. I'm saying that in the course of their normal interactions over (possibly trivial) violations they encountered this man and his violent/anti-social reactions and then did nothing about that.

Say he didn't cut his grass right and they contacted him about it, where he threatened them as a result. That sort of thing. At least, based on the reports of how they're named in the suit. It's reported they are named for negligence in that sort of way.
So if someone is an asshole to you and you don't call the police and they later shoot someone you are responsible? I've dealt with several dicks as part of the HOA, never called the police on any of them, and most of them are just fine when you're not telling them their fence is on community property, etc.

If he responded by threatening them, brandishing, or mentioning a gun ... they're gonna have some problems.

Where's the law that requires you call the police if you are threatened?

This is a civil action and I'm not sure it matters as no one is being charged with a crime.

I suspect the plaintiffs have knowledge that the board was aware the guy was a dangerous racist and have some theory on how/why that contributed to the shooting taking place. The board likely has a large indemnification insurance policy and they're going after it based on said theory.

Yeah, I seriously doubt it will go very far, just waste all the other homeowners' money fighting it into it's thrown out.
