I believe it's the former. Bev Harris's research into Diebold is what got many areas in CA to kick Diebold's BBV machines out or start the process of getting them out. I believe the same in Oregon, too.
Oregon has statewide vote-by-mail for every election since '98. Absolutely the best thing ever. You get your ballot in the mail weeks before the election, vote from the convenience and privacy of your own home, and then drop it off at the elections office (or local public library) or you could put a stamp on it and mail it in (not advised).
The address your ballot is mailed to must be the one you are registered to and it must be located inside the appropriate county and precinct, and names and address are verified against the DMV database to protect from duplication. Your ballot is placed inside a "secrecy envelope" which is then placed inside a barcoded envelope that you must sign, and all signatures are verified against the registration record. After registration and signatures are verified, the secrecy envelopes with ballots are removed and seperated in bulk from the signature envelopes. The process ensures accuracy in voting while guaranteeing the secrecy of the individual ballot.
And did I mention there is a complete audit-friendly paper trail unlike electronic voting?
