Its actually pretty easy to do so I can see it happening.
They could just put medical waste from a hospital in a bomb and even if people didn't contract anything from it, you would have people for years after claiming they did. Terrorism isn't about killing people, it is about making people feel as though they are not safe anywhere.

Of course the government should. But saying you expect terrorists to try something in the next 5 years is like saying you expect the sun to rise in the east. Of course they're going to try something. The very second they have the capability to use nukes or bio-weapons they're going to do it. Quit talking about the obvious, go out and stop them.

Maybe, but I think you're missing the point. I'm guessing they've analyzed data and concluded that unless something is done to prevent it, terrorists will likely have attained and deployed biological weapons within the next five years; therefore, new energy must be put toward stopping this likelihood.

They are saying the threat of biological attacks is, based on their evaluation, particularly urgent, and we must adjust accordingly


In an alternate world they could have concluded that the technology to use biological weapons is unattainable, but nuclear weapons are prolific on the black market and therefore a nuclear attack is likely (and therefore we should adjust resources accordingly)

We've already had anthrax attacks in the U.S., it's not particularly hard to do.

The first attacker(s) just wasn't very ambitious.
