These are usually at the light, right behind the white stop line. If they were any further back than one car when traffic was extremely light (like afterhours) the light would never change.
 
As a hybrid driver, if auto stop is active, I will let a gap grow in front of me as others creep forward. But I will generally only leave like 2-3 feet at a stoplight.
