Furthermore sometimes they play with car alarms and get them to go off around midnight, as well as playing basketball at 10am and waking me up. Im not sure if i should try to talk to them, their parents, make a complaint w/the main office (talked to some of my neighbors who claimed to already have done so in the past and main office didnt care since these tenants have been living her 5+ yrs) What's the best way to approach this situation?
im ready to cus these kids out from my balcony..but im holding myself back as im not sure how much good that would do

Dude you live in the ghetto face it. Your apartment may be $800 a month (a bit cheap anyway) but your are expect to have 10 roommates.

Also you need to always look at the cost of the multi-room apts in a neighborhood. More often than not the 1BR's are very close to the higher room count and just expensive comparatively due to demand of only having a few of them. Makes it easier to tin foil only one set of BR windows than multiple.

Nobody has suggested calling the cops to complain yet? They just might take your side against your neighbors, assuming that you're a white guy anyway.

great idea. and while he is waiting for the cops to come (they wont) for the kids playing outside he can think what a retarded idea that is.

Excessive noise isn't a problem during the day? Cool... I guess that I'll blast my stereo at full volume and see what my neighbors think of this idea. :)

Yeah, move.

They're not likely to change their behavior because one person says so. Quiet is something that's sadly become an exceedingly low priority in this society. I'd go nuts if I had to listen to kids yelling and squealing all damn day. I guess kids need to have some sense of mental discipline to keep their noise output down, and we can't risk instilling any such sense in our children, or else it might shatter their fragile self esteem.

Maybe you can find something in your lease to get out without paying the 2 months of rent or losing the deposit.

Complain EVERY DAY AND EVERY TIME it happens to the apartment manager/landlord.
Complain EVERY TIME they set off car alarms to the police.

The only way you will EVER get someone to do something is to make it their problem, too.

At the minimum, after a month of complaining your landlord would probably be happy to let your out of your lease early.

Go ahead. Your neighbors can complain but the police will say it's not against the law. Just like playing basketball at 10am in the morning.

Sorry, 10am through the normal day just isn't territory to be able to bitch about kids playing, and make an authority care.

However, if they're setting off car alarms (at any time), and you know management still doesn't care, just call the cops.

I blame basketball.

Kids across from here (another house) have a net setup on the sidewalk and it's fricken annoying waking up to a repeated bouncing ball at 10am on a Sunday. Annoying. Just like the guy on his Harley revving for minutes on end. Annoying. Basketball on streets needs to be outlawed, because people don't understand common decency.

Move. If you talk to the parents, I doubt they will care and see you as a threat on their parenting or just take it as an insult. You could try the sneaky way and tell the apt. management, but chances are that they won't give a shit either. So again....move.

Why should the parents care? everyone bitches that kids are fat and lazy because they stay in eating and watching TV or playing video games.

here are kids outside getting exercise and not getting in trouble.

Get together with your neighbors and threaten to move. Since the office doesn't seem to care, try to find some kind of contract violation these folks are guilty of... If you can prove that the office isn't attempting to fix the situation, they're basically breaking the contract you have with them. (just trying to save you your deposit)

Otherwise, move and make sure you let them know why you're moving.

I kind of feel bad for the parents....8 kids is a lot to have and despite the fact that having kids can be considered responsible or irresponsible, it's still a lot to handle.

You are complaining about them playing basketball at 10 am? Make friends with them, watch them go to the NBA, and profit!

You need to get up at a decent hour. 10:00 on sunday when playtime starts.

I'm sorry, but if kids playing basketball at 10 a.m. "wakes you up," you either work third shift or need to go to bed earlier. The world is a noisy place in the city at 10 a.m. and maybe the world doesn't revolve around you? I lived in some rough parts of Boston for a few years and I rented places knowing that I was living in a community that was there before I showed up and isn't going to bend to my wishes. Ride it out and get a different place when your lease expires. If you're living in an urban setting you can't expect the serenity of the countryside.

they actually don't sound rude, just noisy & loud.

rude would be keying your car, etc.

if you let them know that it bugs you, and they decide they don't like
you, it could get worse.

there are ways to make them like you & care about whether they're
inconveniencing you. but it may be in the same probability-category
as Mid-East Peace. it would also take a lot of time.

i was just talking with another engineer about ways to deal with
noise (e.g. Electro-magnetic Pulse on building AC to slow down an
out-of-control stereo system.)

this is a very tough call. i was in a serious situation noise-wise
once & i moved.

my lesson learned - you can't conclude that an apartment is
quiet just because it's quiet when you look at it.

the apartment i have now, i actually slept in the street a night
to see how noisy it was before i moved in.

last resort - invite them to create a reality TV show with you
about the situation ?

It sounds like ultimatebob is saying you should tell the police it's black kids playing as well.

I'm kind of in the same situation except my apartment faces the complex pool and now that summer is here, everyone and their mother is using the pool. Kids and adults out there all day long yelling and screaming. I dont know what it is about a pool that makes people shout and the top of their lungs.
