Well, If he needs to get a power supply with a robust 12V rails right now, then yeah, you're right ribbon, but since the 3500 E3 revision AMD64 comes out next month, then he may want to consider the Antec Truepower 2.0 550.

If you go phase change, you'll want a Vapochill LS anyway So the PSU won't matter

Even after it comes out , my money is on the Seasonic beating it in derating curves anyway. So even then S12-600 > Truepower 550
