I'm not sure it's a 100% parody, but there were certainly nuclear disaster movies around the same time, so my vote is for Dr. Strangelove. If that doesn't qualify, then Airplane, followed by Blazing Saddles.

Ohhh....so what you did here is suggest the president playing the role of a parody of what the president should actually be like, and then adding it to the list that we were discussing. Now that's comical! Man, such wit! You should do stand up! Really! No....I'm serious.
