LIke someone said, WTF was the mother thinking for locking up her kid instead of locking up her dogs.
The mother should definitely be charged with murder or something serious and do some time.
She's a real nutcase.

If only the mother knew about these, she could have put her 12yo in one, instead of the insecure basement.
