I can't think of one smaller than the 348 Chevy engine. Olds had a 403. Buick had a 400. Pontiac engines are all the same size block, there is no "big block" Pontiac.
Unless there's some oddball engine, I'd have to go with the 348.
That is a small block with a large displacement. Just like the chevy 400.

There was a 350 BB Mopar.
 
Again,l depends on who you talk to, a relative of mine had a Yenko Camaro way back when, it had the SYC side stripes but no where on the vehicle did it say what any of these mentioned abbreviations mean, so, I guess everyone started guessing 😛

I read it in a magazine a while back. I got a friend here at work who is a huge Camaro/Nova guy. He has no less then 10 67-69 Camaros. All hidden headlight 4 speed cars. A few ZL-1 engines, yada yada yada. I could ask him as I'm sure he would know.
 
Okay, I've got one. What year were seatbelts mandated? What other changes were mandated to car interiors at the same time?

We got a winner! In addition to what you mentioned, all knobs had to be blunted or flat. Prior to 1964, some knobs and other buttons on the dash were actually pointed which would impale people in accidents.
 
What was the first American automobile that came with a collapsable steering column standard ?
