Upon further review, a lot of the FM parts list is high on little things. Wires, connectors, plugs, bolts, tape, paint, fluids, et cetera... overpriced by a bit, plus there's already a ton of them here in the house.

The motor, transmission, drivetrain, ECU/harnesses, even the fuel pump and filter... all that totals to somewhere around $15-16k.

I found that GTO the next town over for $6000, and the remnants after gutting it might go for $2000 as scrap, so $4000 total cost. A third of the money to get you all those things listed above.

There's still subframe costs, suspension, that sort of thing, but really, it means with a little looking, a little patience, and some snagging good deals, the whole conversion can be done for $10000.

It'd be LS1 not LS3... maybe LS2 though, if you snipe the right car.

LS1 is 300 RWHP, LS2 is 345 RWHP, LS3 is 370 RWHP, LS376/480 is 415 RWHP.

LS1 will not make 400 RWHP sans FI, LS2 will make 400 RWHP with as little as full exhaust.
