Uh.

That's a single FX-R, 55W ballast, with extended shot exposure to exaggerate the lighting. Anyways, is that the step you mean? That comes as part of the light, it's per DOT specs. Since we drive on the right hand side of the road, the step means the light is a little lower to the left, for oncoming drivers, and a little higher to the right, for the closer street edge.
