How is 18 or 22 a macro? Unless you are talking about a specific lens then yes 1.6x is better for crop photography.

macro= anything photographed to be larger than life size. So that 18mm EF is now a 22.8 EF-S

A macro lens is a lens that has a short focus distance. You can crop something to be larger than life size.
