Do trains have speed limits? Or police? Can trains get a speeding ticket?

The rail is rated for a certain speed and if you go over it you derail, so if they are going faster than you expect, they probably aren't going over the rated limit. Also in certain areas like crossings or stations there are speed limits. If a train were to go too fast they'd likely get yelled at as they can monitor speed from central locations.
