In my immediate area: on the left.

On the otherside of the water, they have fully divided lanes (2) in the direction of rush hour.

Up in NoVa, I-66 is rush hour HOV only inside the beltway. I-95 and the Shirley Highway have more of the fully divided express lanes for rush hour.

and.... there are shoulder lanes on the right. Rush hour only, but for all traffic.

Yeah, they've became slack down here too. I think I-66 was HOV 4 when it opened.
