Interesting given "development plans" are corp vehicles for easing people out the door, ie the hr way of telling them to update their resume.
Sometimes they are a poweful tool and serve as a wake up call if a manager uses the process properly. Using it to fire people is lazy although admittedly a common practice in corporate America.

Out of a substantial number cases I've seen/heard there are close to zero that didn't end in failure which should speak to what it is in effect, and even then it's hardly worth it for the employee given the stigma attached. The point is a candid & helpful mgr would inform those inflicted of their death sentence and give advice for best exit strategy instead. Unfortunately for employees, mgmt/hr represent the interests of the firm.
