To respond again to the OPs question, I purchased my GTX1080TI with the attached waterblock for the "steep" price of $850 when it first came out.
I feel like the luckiest guy in the world with the current prices and lack of availability.
Well I have a Titan XP which is slower than the Ti but it's still in midrange. But I still don't really feel outdone because I have a Titan V too. Mainly for epeen although sometimes I do get a few extra fps in 4k gaming. Not playing in 1440 or 1080 anymore atm and it's not OCed and neither are the CPUs & no sci or business processing.

and also the cards will never see a the full 16x bandwith pci-e lane gives ever because of cpu limitations,

Do you mean Titan X Pascal? Even then, there isn't a noticeable difference between the older Titan X Pascal and the 1080 Ti.
Sure, anything can be made to run faster with enough voltage thrown at it and aftermarket cooler. My two Titan Xps run a consistent 2000MHz and 12.4GHz memory without any of that sillyness.
