No mention of rocksteady in there so I have to assume they were out of the loop?
The game was ultimately Rocksteady's responsibility. Farming out PC porting is nothing new, many companies do it -- Eidos Montreal and Crystal Dynamics worked with a company called Nixxes for the Deus Ex Human Revolution and Tomb Raider PC versions, for example, and they were pretty well done. Somewhat buggy and had performance issues on launch, but nothing disastrous. But if Rocksteady was so out of the loop that they genuinely didn't know about the broken state of the PC version, that's a bad setup when it comes to development.
