Local law enforcement officer Highland145 was found dead this morning. This is especially tragic as this would have only been Highland's second day on the job. Identification provided by ATOT Medical Examiner.
 
Given that it would be quite a stroke of luck for the Mafia boss to kill highland145 on night one, I think it is pretty safe to say that he tried to investigate the axe murderer and was massacred. And since both Penguin and Mafia were likely to be investigated based on the dialogue on day one, I'm going with Mafia.

Further supporting rationale: Penguin has alluded heavily to his usefulness to the village, Mafia has presented no exculpatory evidence.

If the Axe-Murderer killed highland, he would have been noted as having been "butchered." Gunshot would be either the cop of the Mafia boss, and since the cop was the one shot, it's the Mafia boss. Which I think is mafia.

It seems however you slice it, the general sense is that Mafia is highly suspicious.
