Generally speaking, yes.
But I actually ran into one company that surprised me. I moved from Pittsburgh to Seattle last year, and I had been planning it for a while. I tossed my resume at a few headhunters to see if I could land a higher paying contract job prior to leaving - just to try to build up savings faster.
One place called me in for an "interview" that consisted of me writing down all of my info and giving them permission to submit my resume. That was it.
The 2nd company I actually had a 20 minute interview with a guy, then his superior came in because he saw that I was working for a company they occasionally provide staff for. We bullshitted for a bit, and I explained my plans. Nothing came of it - I ended up moving before hearing of any bites, but they did sit and talk to me and gave me some advice (that I don't remember) even when they realized it probably wasn't going to lead to anything. I didn't expect to be treated as a human, it was kind of refreshing.
