If your applying it to the IHS, then just put a rice grain size of paste in the centre and let the pressure of the heatsink spread it out, once secured. Once that heatsink is secure give it a little twist from left to right to get any trapped air out, and also to aid in even distribution.
If applying it to the naked core itself, then use a razor blade to evenly distribute the paste over the core. Keeping in mind you are looking for a very thin layer, as the paste is just a means to fill in the microscopic discrepancies in the flat surfaces of both the core, IHS and heatsink. If you apply too much you might get a negative effect on heat transfer, as it might blanket its ability to transfer heat.
