I truly believe that Janet and Justin planned to take off a piece of clothing at the end of the show, but I don't think it was purposely made to reveal her breast. Here are the reasons:

Did anyone else notice a red laced bikini bra under the leather? I truly think that they wanted to yank off the black leather top off Janet to expose a more clad Janet with the red top, obviously that didn't happen as Justin grabbed and ripped more than just that.

My daughters have no desire to see stuff filled with violence so I don't have to worry about policing them on that. My oldest (now 16) loves watching scary movies so I let her. Rented Children of the Corn for her 16th birthday!
It was her idea. But, they both enjoy today's pop music (my youngest being 9) and I don't want them watching the vulgar and overly sexual tripe that's on MTV these days. That network offers nothing of substance. It's bad enough the lyrics on many pop songs these days.

Well you don't know. It could have been a loose string or broken rubber threads in the strap. Could be anything, it's fabric and can be easily torn off given the right angle and force it was ripped with. Ever tried ripping a pocket from a dress shirt? It's pretty easy. I can easily say that a bra has less stitching in comparison. Bra's are not made to with hold that kind of force, so it's not weird to see it rip or break.
We really don't have the details or know what happened with it, so your question isn't answerable.
The purpose was to one-up Britney/Madonna for the kiss. The "surprised" look was part of the act. Why just one breast? Guess Justin just didn't grab hard enough.
And, if you really think the bra was supposed to still be there, why are there no threads or torn remnants left behind? It was a clean rip. It was BY DESIGN!
