So it's an MMO. I'd best place it in the category of MMOFPS or MMOAAG (Action Action Game).
It looks very much like a continuation of the idea of Crackdown, but possibly without the mass jumping and other tweaked abilities.
It's The Law vs Gangs essentially. You choose your side. Law Enforcement very much uses the law in its style of operations, needing to be told of a crime beforehand or else if someone is passing by they are completely oblivious. Gangs are like organized crime, and are basically told or ask permission to carry out their actions. If a few gang members are doing something, once a crime is committed the server system basically auto-selects equally-experienced LEO's and informs them of the crime. It is their 'mission' now to go take down these guys any way they see fit essentially. The game also mentions a time when 1 experienced LE-player was tasked with taking down 4 low-experienced criminals.
There are no levels, no experience points to shift to categories I guess. They detail it as similar to the idea of Counter Strike or something similar, except how you tell experienced versus inexperienced players is in their visual appearance. I guess the character creation system is insane and is extremely detailed, and they created life-like versions of real-life individuals for a demo scene. It sounds like as time goes on, maybe more options open up for your clothing and whatnot. Tattoos are an option, and the layer effects can be custom and used for not only for like-like tattoos but as decals for your cars, clothing, etc. So you can be branded by your clan on your arm and you car too. Maybe wear a hat with the logo on it. The idea is that you may begin to remember certain players for their feats, and say certain criminal players may become known for their ability to never get caught, or maybe certain players on the side of the Law become known for never letting anyone escape. Can make for some epic clan battles I'd say.
And that's why I'm really looking forward to this. This, to me, is an MMOFPS done right.
Another one I think could be done right right is Huxley, but it could be done very wrong too if they give the whole thing the hectic pace that games like Unreal Tournament offer. Now, if it does feel like UT but has persistent worlds, it'll be loved by many but likely not by me. The beta videos from Korea seem to show off an incredibly fast-paced deathmatch style, and I'm not really a fan of that. I like the more methodical shooters. Even though everyone says COD4 is fast-paced, something about the game to me places it in the more methodical genre, approaching realism. Battles in war can be fast and hectic, but still have that grounded-in-reality feel to them that, for me, naturally makes them feel a bit slower when played. A game that's presented like COD4 but has epic-sized battlefields with possibly over hundreds of players populating that battlefield. Jesus that would be my favorite game ever, especially if it was persistent and wasn't always just making you fight those battles on constantly replayed maps, unless of course those maps were closer and further to main objectives or something, thus giving war that feeling of changing tides.

Below is a better article about the game as described yesterday at Joystiq.
