Any drupal experts here?

I had someone build a website and I'm trying to get something changed on my own. The freelancer who worked on the site disappeared.
He used "Quicktabs" to build the top menu bar.
Let's say the top menu bar consists of:

Home - Profile - Messages

I recently had Messages added by him, but it only shows in certain pages. It should show in ALL pages consistently like the rest. Where do I go to fix this?
Do I change this in the Drupal's admin site or is this a file that I need to change on the server?

I don't know Quicktabs specifically, but...did you clear your cache? 😀

Is this Drupal 6 or 7? Makes a big difference.

This is Drupal 7. The cache is cleared. I am not sure where I need to change this.

I posted in drupal.org/forum as well but it's hard to get a response there
