I think the idea is how many "full cigars". And we're going under the assumption you CAN"T smoke a stub.
 
25 wouldn't even be correct if you were talking about just smoking stubs. You can't smoke 100% of a single stub. He could only smoke 20 stubs, and if he wanted to suck until his lips burnt, he still could only smoke a percentage < 100% of the 25 stubs.

Anyway. The answer's 6. Period.
