it all depends on if the 2 states have Reprocisity...if so your state might or might not play games w/ your driving priviledges, although I personally doubt for a seatbelt ticket, they would...W/O Reprocisity...Fla can't touch you...all they'll do will suspend your driving priviledges in the state of Fla...this happened to me a # of years ago...a redneck cop in Pensacola Fla tried to give me a speeding ticket for 70...I had a car load of buddies that new I was doing 60 (we passed the redneck cop while he had someone else pulled over, and since he saw this red musclecar drive by, I guess he decided to go after us next).When I told him I knew exactly how fast I was going, and I had a carload of witnesses to prove it, he decided to write me up for 60, which is what I was driving..needless to say, I never went to court, and never paid any fine, and the state, about 6 months later, sent me a notice to my home in Cali, saying my driving priviledges in the state of Fla were suspended:Q...like I really lost sleep over that...not

I'm sorry, but your decision not to wear seatbelt might affect others more than you think. If you ride with me and got into an accident and got thrown out and become road kill, it more than likely will affect my insurance if your family sue me or my insurance for some compensation (regardless whether the accident is my fault or not) or some other folk's insurance, while wearing a seatbelt might have prevented that.
Also Insurance company would do anything to interpret the statistic to their advantage, for the sole purpose of raising rate. If there're plenty of driver not wearing seatbelt, more than likely fatality/sever injuries will also increase, which translate to more $$ spend by the insurance company to cover that, which will eventually mean more general rate increase for the rest of the subscriber to pay for it (or to prepare to pay for it).
Personally, I think it should be left up to the person to decide whether they want to wear seatbelt or not. But given the greedy nature of this country to sue, sue and sue some more, i'm probably just dreaming to expect the best out of people. As for seatbelt law itself, there're too many overzealous organization that keep lobying for it, not to mention its an easy profit for the local cops, that it will probably stay for a long period of time, if not forever.
