Here's the video's summary:

Cop pays for food at Wendys (at the drive-through), gives the girl a 10. Cop gets change back, pulls up. Thinks he gave girl a 20, demands money back. Manager verifies with cashier that there is no 20 in the drawer. Manager tries to calm officer down, officer comes up to cashier. Cashier acts like a complete b!tch towards the officer, officer abuses his power and tries to arrest her. She resists, cop goes overboard and gives her a bit of the old spray.

Basically, the manager failed to protect his employees, the cop greatly over-stepped his bounds and power, and the cashier acted like a complete bitch.

I searched for it earlier, and few other links labeled "badcop.wmv", and it's that dumb vid that looks like it has to be staged, where two guys are in a car, and one is daring the other to run up to a cop and flick him off, and the cop starts beating him with a night-stick.
