A lot of the decline has had to do with the economy, IMO.

Might be some of it. Overall traffic is down for the forums, too. A lot of the older members aren't active anymore and there are barely any new registrations from non-spammers.

But it's not about the size of the pool, but the quality of the members.

Depends on the state. In Minnesota, for example, you can purchase it mail-order, but only a licensed dealer can ship it.

Also, some states have funny rules about which states they'll accept alcohol shipments from. (Which is why I can't get anything from Dogfish.)
