Windows ME still uses the same old win 95/98 kernel. It doesn't use the win2k kernel, i don't think.. Windows Whistler will be the one based on win2k kernel.
Of course ME does not support SMP. Being based on the 9x kernel, it does not and never will support SMP. Although many other OS's do, NT, 2K, *NIX, Solaris, IRIX, etc.
