honestly i think we spend way too much time on the struggling kids. i've actually told my teacher friends about this.
i have a friend who is a high school math teacher. there are certain kids who are obviously never going to be even halfway decent at math. but they have to put so many resources into them to make them maybe at best subpar. so what so they can be a ditch digger who can barely do math still.
in a world of limited resources they probably should develop the people with actual math talent. but in america we spend our time bringing the rear up to slightly below average instead of pushing the actaully talented kids as far as they can go. those talented kids, they are the ones going to invent the next industry that all those mediocre kids can work in someday. instead we fall behind.
same applies in art or whatever. we try to make everyone all the way into college mediocre at a wide variety of things rather than actually figure out what they are good at and make them really good at those things. hell the fact that we have scholarship / loan programs that don't take into account what schooling its being used on and what subject goes along with the same idea of not applying resources where they are needed
