In fact I expect the upcoming 45nm stepping release here in March to do just that.

Of course Intel engineers aren't sitting around doing nothing, the 45nm process is still new, and Intel are just starting to ramp it up. It has a lot of potential, great overclocker, and within it's lifetime there will be improvements for sure.

Do you expect the new stepping that will release soon to clock to 3.6GHz or more at the same TDP (125)?

I have no data but my unjustified expectation is yes.

I am merely speculating here, please no one think I am privy to any kind of information that isn't in the public domain, I'm not in those circles anymore.
