Absolutely too hot. Single core A64's sometimes run in the low to mid 40's. The best first guess is that the heatsink is not mounted or clamped properly; not making good contact with the CPU (or its fan is not running, but you should have noticed that more easily.)

That ZALMAN CNPS7700-CU is an excellent HSF. It's very large but does a superb job of cooling. Just make sure to install it properly. I'd use Arctic Silver5 as the thermal paste.
