I wonder, if you open a pizza joint, can you 1099 your drivers so they can expense mileage? The IRS rate plus the tips would make it a decent enough gig for a high school kid, providing that they use their car for 51% deliveries or whatever is required to take that deduction.

Usually not the same guy, no.
It's not my business whether they keep the delivery charge or not, and I honestly don't care if they don't get it. Tough luck.
